Juli Blalock is a native of Columbia, South Carolina. She is a graduate of the University of South Carolina with a degree in Civil Engineering. She has over 24 years of experience permitting landfills and other solid waste management facilities for the South Carolina Department of Health & Environmental Control (DHEC) Juli is currently serving as the Director of the Division of Mining & Solid Waste Management. She serves on the South Carolina Solid Waste Advisory Committee (SWAC). In addition, Juli has been active in the South Carolina Palmetto Chapter of SWANA (Solid Waste Association of North America) for over 22 years serving as chair for numerous committees, Secretary, Vice President, and President. She continues to serve as an officer on the executive board for the South Carolina SWANA Chapter.

Presentation Title: Don’t Waste Food SC Campaign: Improving the Soil Conditions for the SC Economy
Presentation Description: Don’t Waste Food SC is a collaborative outreach campaign led by the South Carolina Department of Commerce and the SC Department of Health and Environmental Control that brings together ambassadors from the public and private sectors dedicated to sharing knowledge, coordinating resources and working together to reduce food waste in South Carolina. Speakers in this session will address the economic impact of composting in SC and how the Don’t Waste Food SC campaign supports the growth of the composting industry. Composting regulations were passed in 2014 in South Carolina to allow for a commercial scale composting industry to grow. Speakers will share data, jobs created, and the progression of the industry since 2014. They will also share how to make the invisible visible with the Grown with SC Compost signage. South Carolina will provide replicable success tools for stakeholder engagement, branding, and public information campaigns.
